What is a Permit?

The City of Kirkland uses a number of permit type designations. Each permit designator contains the same basic elements. For example, let's use ADR99-00002. Broken down, the first three letters tell you what type of permit you're dealing with. In this case, an Administrative Design Review permit. The next number "99" is the year the permit application was received. The number following that "-00002" is the actual number for that specific permit. The first three letters will change depending on the type of permit you're looking for.

There are a number of Permit types. The following list will assist you determine what the three letters stand for. If for example you were interested in all of the Administrative Design Review permits applied for in 1999 you could enter ADR99-, "ADR" for the type of the permit and "99" for the year. You would be presented with all Administrative Design Review permits that were applied for in 1999.

The department responsible for administering each permit type is also identified. In many cases a number of departments may be involved with the review of a permit. For example, a new commercial building permit application would be reviewed by Building, Fire, Planning and Public Works for compliance with the regulations that each department is charged with enforcing, but the Building Division would administer the entire review process. If you have a question or concern regarding a specific permit, please contact the department that you believe is most appropriate to answer your questions. If you're not certain which department to contact, then contact the department responsible for administering that permit type.

BLDBuilding Permit - Used for additions, alterations and demolition of existing buildings, as well as new buildings. This permit can and often does include Plumbing and Mechanical permits. New Single Family permit applications filed after March 1, 1999 also include Electrical permits.Building Division

CONConcurrency Determination - Used to track water, sewer and traffic concurrency on projects that require concurrency analysis. Is only used if a Concurrency Determination for a project is requested by an applicant and no Building or Land Use type permit (ADR, FSB, PSB, REZ, SPL, or ZON) has been applied for. If a Building or Land Use type permit has been applied for, then the concurrency analysis is done with the Building or Land Use permit and the concurrency approval is contained within the conditions for that permit.Public Works Dept.
DADDisaster Assessment - Detailed Evaluation. Used for detailed damage assessment in the event of a disaster such as an earthquake, significant snow or windstorms. Building Division
DARDisaster Assessment - Rapid Evaluation. Used for a rapid damage assessment in the event of a disaster such as an earthquake, significant snow or windstorms. Building Division
DRCDesign Response Conference - A request for the second phase of Design Review Board review for projects in the Central, Juanita, North Rose Hill, Market, NE 85th Street and Totem Lake business districts.Planning & Community Development Dept.

Internet Permit - limited scope electrical, mechanical & plumbing permits obtained via www.MyBuildingPermit.com.Building Division
ELEElectric Permit - Used for electrical work including low voltage. Note that electrical work on new single family structures applied for after March 1, 2000 is included with Building Permits. Building Division
FCIFire Code Inspection - Used to document inspections of structures other than single family residences, sheds and similar structures for compliance with the Uniform Fire Code. Bureau of Fire Prevention
FIRFire Protection System Permit - Permit to install or alter existing automatic sprinkler systems and fire alarm systems. Bureau of Fire Prevention.
FSBFinal Subdivision - The final review process for division of property into more than 9 lots.Planning & Community Development Dept.
LLALot Line Adjustment - Requests to make minor adjustments to the property lines between two or more parcels of land.Planning & Community Development Dept.
LSMLand Surface Modification - Allows for excavation and filling on property associated with an existing building or sites that have filed a building permit application or plat approval. Also used to permit removal of more than 6 "significant trees".Building Division
MECMechanical Permit – Used for fueled appliances and fuel piping. Note that mechanical work for new single family structures is included with the Building Permit.Building Division
MOVHouse Moving Permit - Allows for moving of structures ranging from mobile homes to houses through the City of Kirkland or from the City of Kirkland to another city or county.Building Division.
OBLOutside Business License - Business License for businesses outside the Kirkland city limits doing work in Kirkland.Finance Department
PLMPlumbing Permit – Used for plumbing fixtures, piping and medical gas. Note that plumbing work for new single family structures is included with the Building Permit.Building Division
PREPresubmittal Conference - These are applications of projects that have not yet filed for a permit. Provides potential applicants the ability to obtain information and feedback from City of Kirkland staff while changes are still relatively easy to make.Building Division
PSBPreliminary Subdivision - The initial review process for division of property into more than 9 lots. Planning & Community Development Dept.
PUBPublic Works Permit - Use for water, sewer, right-of-way permits, or any combination of the three. Water and sewer permits can include new connections, repairs or reconnections. Note that, for Single Family building permits reviewed after 1/1/1997, Public Works fees are included directly on the master BLD case, not in a separate PUB case.Public Works Dept.
REZRezone - A request to change the zoning on a property from one designation to another.Planning & Community Development Dept.
SEPSEPA Determination - State mandated assessment of environmental impacts related to specific development proposal. Some proposals may meet state exemptions. Planning & Community Development Dept.
SGNSign Permit - Used for external (outside) signs other than political signs as well as signs within Totem Lake Mall.Building Division
SHRShoreline Permit - Special review for certain development proposals within 200 feet of the shoreline of Lake Washington. Some proposals may be exempt from shoreline review.Planning & Community Development Dept.
